Love is an individual thing. Countries are created by groups of individuals whose individuality is usurped to some extent by identification with the group. I’m not sure groups–as groups–can be capable of love. Even Christianity–which claims a loving god–has not acted lovingly through most of history. Look at America’s “religious Right” which still believes in holy wars in the Mideast.
